Stairways are necessary to bridge the rock seawalls. Many/most of these beach access stairways are made of wood but, some are metal. This one looks like a fairly heavy section of metal but, if it's not too heavy to be lifted, perhaps it could be pulled up each season out of reach of the damaging winter storms.
