It is, after all, a water fountain........
.....and this man is thirsty.
He has his own cup with him.
But the arc of the spray won't align with and fill his cup.
He weaves to the inside but that doesn't work either. It just wets his clothes.
He is still thirsty.
But it's time to move on lest someone think his behavior too odd. Me - I think he's just thirsty and it is, after all, a water fountain.
